The federal contracting system allocates a mandatory five percent of spending to SDVOSB firms. That's $31.9 billion a year earmarked for veteran-owned small businesses. Most of it goes to the same few firms that figured out the process years ago.

The firms that don't win aren't losing because they're unqualified. They're losing because they're operating without the intelligence infrastructure that the larger firms take for granted: dedicated BD staff, proprietary databases, proposal teams that read every page of every RFP before committing to a bid.

A five-person SDVOSB firm doesn't have that. The owner is the BD director. The operations manager helps on proposals at night. Nobody has six weeks to do the due diligence that should take 60 minutes.
